Commissioners Claire Corcoran, David Painter and Bonnie Batchler welcome you to vibrant and historic Clermont County, Ohio. We are committed to ensuring that our county of more than 200,000 continues to be a great place to live, work, and raise a family.

The Board of County Commissioners prepares and administers the overall county budget, is the county’s contracting authority, and develops and adopts policies for the administration of county services. The Commissioners implement laws and rules put forth by state agencies and the Legislature.

Our number one priority continues to be economic development; this is critical in creating jobs for today and building our county for the future. These jobs directly translate into revenues for local businesses and government.

In 2020, Nestlé Purina PetCare announced a $550 million investment to build a new factory in Williamsburg Township to meet the increasing demand for its high-quality, nutritious pet foods. Purina plans to employ more than 300 people at its new factory location by 2024. Many of these jobs will include professional staff, production operators, technical staff and engineers.

In 2019, a $17 million distribution facility for Design Within Reach, a furniture company, will open at South Afton Industrial Park in Williamsburg Township, bringing 85 new jobs to Clermont County. It will be the first company to open operations at South Afton, a 242-acre site developed by the Clermont County CIC with the intent of bringing more jobs to the county.

In 2018, South Afton earned a SiteOhio authentication from JobsOhio, meaning it is “ready for immediate development on day one.” We’re proud of that designation — the first industrial park in Southwest Ohio to earn this.

We’re also proud of the combined local and state efforts that have resulted in new life for the former Ford transmission plant in Batavia Township, now known as the IRG Building. Today, more than 500 people work at the IRG Building, including 400 at Huhtamaki, a global leader in consumer packaging.

Your commissioners are committed to maintaining an open and transparent government. The commissioners hold sessions at 10 a.m. on Wednesdays throughout the year — except for some holiday weeks — and on the second and fourth Mondays of the month during the first six months of the year. Sessions of the Board are held in the third-floor session room of the Clermont County Administration Building, located at 101 E. Main Street in Batavia, Ohio. David Painter is serving his 2nd term on the Clermont County Board of County Commissioners. He is currently serving as the President for 2024. In addition, Mr. Painter is the 1st Vice President of the County Commissioners Association of Ohio (CCAO), an Executive Board Member of Ohio, Kentucky, Indiana Regional Council of Governments (OKI), Vice Chairman of the National Association of Counties (NACO) Environment, Energy, and Land Use Steering Committee, member of the EPA Local Government Advisory Committee, the OneOhio Region 14 Board of Directors, the Clermont County Dolly Parton Imagination Library committee, and the Chief Elected Official on the Area 12 Work Force Board (WIBBCW). David also serves Clermont County on the following: Board of Revisions, Investment Advisory Committee, Tax Incentive Review Council (TIRC), Lank Bank, Planning Commission, and CIC.

David is committed to reducing the impacts associated with Mental Health and Substance Abuse Disorders by serving with the Clermont County’s Addiction and Recovery Partnership (CARP), CARP Marketing Committee, Suicide Prevention Coalition and participating in the Mental Health Roundtables. He is an advocate for County Alternative Sentencing Centers and has been a guest speaker at the Annual Stepping-Up Initiative Conference held in Columbus. He believes that Mental Health and Substance Abuse Disorders can be overcome with proper treatment and support and that individuals and families can be restored.

Mr. Painter’s past experience includes 40 years managing Government and private sector engineering and construction projects. Prior to being elected to the Commission, Mr. Painter served on the Ohio Twp. Board of Zoning Appeals and the New Richmond Village Exempted School District Board of Education. David received his Bachelor of Science degree from the University of Findlay in Findlay, Ohio. He and his wife, Karla, have been married for over 40 years, have three children and six grand-children. They have resided in Clermont County all of their lives. Mr. Painter is committed to making Clermont County a great place to live, work and raise a family.
